The water inlet is installed from memory around 750mm high from finished floor. As the plumber obviously installs his water point at that height before the tiler installs his tiles, he must be sure the tiler can give him a finished floor level before the floor is laid. The two trades must liaison with each other. Because by the time the plumber returns to fit out the tiler has been paid and is long gone. The wall must be dead square otherwise there will be a gap. Youre relying on the two trades to communicate with each other and as they are usually not on site together, the builder is the middle man. Ive installed heaps of wall backed pans and dont like doing so, because I know im relying on another trade to do his job properly and if he hasnt, Im the one trying to fit something that may not fit.
