That basically means that the villa board is glued to the brick wall with adhesive. The dobs of adhesive hold it off the brick work a small amount. There is no way of fixing your cabinet just to the villaboard. You need to drill right through and into the brickwork. Fortunately it's an easy fix. Just use a 50mm plug and screw. Drill right through villaboard and into the brick, tap in your plug flush with the wall and screw in a 50mm selftapper. It will be plenty strong enough to hold up a shaving cabinet.
