If I put a blanket over the top will it still insulate well if the batts sit slightly higher than the joists? Do you have the foil at the top or bottom when its laid out? Can you have 2 blankets on top of each other one with foil at the bottom to reflect heat into house for when its cold and one with foil at the top to reflect heat away from the house when its hot? But yes, you can do it either the way you described or the bottom blanket can be just without foil. The only concern is that when during hot summer days the heat from your house rises to the top and will be stuck between your ceiling and a roof space mostly, so ideally you would need to have some reliable way to vent it out from there back to the roof space (from where it then can dissipate through the eaves overnight).
