Heating, Cooling & Insulation

I inherited a thermoelectric wine cooler/fridge https://under-the-open-sky.com/best-thermoelectric-coolers/ from a friend as they are moving far away and didnt want to take it with them. It was acting up for them in the past few months in not being able to get the temperature down into the 50s (they were only able to get it down to 70 or so). In taking it apart, I noticed the fan on the hot side (which blows into the hotside's heatsink) was very dusty, a bit of canned air cleaning later, and I'm able to get it down to 63. However, this is still not the 50s. It could be ambient temperature issues (this is east coast heatwave territory and I live in an apartment which is not constantly cooled (really only the bedroom's have window ACs).
I don't have any experience with peltier's, but as this is the case and cooling fetish forum, I figure someone might. Would replacing the fan on the hot side with a fan that moves more cfm improve it's cooling ability? Is the fan/heatsink (unsure that's the appropriate term for the cold side?) of importance (I figure that's what moves "coldness" off of the fins and into the fridge area?)
any other thoughts on what to look at?
