Sisalation required on new build

The Brickies have layed the first course of bricks and I have been advised that sisalation isn't required is this common practice ? I have been told by the builder this isn't required in Sydney only in frosty regions? The home is having insulation installed to the perimeter of the thehome?
Better to have it, especially for northern and western walls where reflective insulation will be most effective.

In addition to reflective insulation, sisalation also acts as a vapor barrier and prevents moisture between cladding and insulation batts (which you DO NOT want to be wet under any circumstances).
