Heating, Cooling & Insulation

Noob here. We live in a ex commission house, wayy too cold in winter and now decided to bite the bullet on central ducted heating.
Attached is a floor plan.
Been "sold" two very different quotes, one different from the other:
14kw TQ315 system, 6 outlets.
Says Company B is trying to oversell me a unit too large and is moving old stock.
20kw TQM520 system, 7 outlets.
Says if I install a smaller unit it would be very inefficient and I'd be basically back to square one and wasted my money.
To be honest he sounded more professional?
All bedroom windows face North and is by far the warmest parts of the house, the lounge room is frigid!!

I don't know much about heating systems, but as a comparison, our old house was a brick ex com home and we put ducted heating in. 6 points - 1 in each bedroom, 2 in the lounge and an oversized one in the kitchen/dining. We paid just under $3,500, which included an upgraded controller. I don't have any details on it as we left the paperwork at the old place, but I remember that we opted for one model up from the basic. This was installed in the subfloor. Worked well.

See if you can get your system zoned so that you are only heating areas that need it when they need it - air heats up very quickly, so those areas not on most of the time can be warmed up quickly when needed. A bit of extra expense up front might net better savings over a long time. Also, floor vents are better than ceiling if that is possible in your place.
More importantly, however, make sure you have covered the most obvious issues: draft reduction, insulation top-up, double or supplementary glazing on windows, adding thermal mass, etc
