The reason I ask is my house in Canberra which is now just over 12 years and had loose fill insulation installed (not sure what it is made of but know it isn't a paper based insulation it is more 'wool' like), think at the time R3 was the norm. Looking in the roof now it is now basically one compacted mass as opposed to the full fluffy 'mix' it was when first installed. I understand that bats loose R rating if compacted so don't think loose fill will be any different either. Measure the depth now versus the depth when new, the ratio is how much efficiency you have lost. You could top it up... what is already there will be slightly less effective than equivalent new, but much better than not having it there. It is now a few cm at best. I think it would have been 100mm, that's what mine used to be a long time ago. Top it up if it worries you, or you could try loosening it... if you took it all out and put it back it would be a lot better than it is now... if you can be bothered.
