The most critical point is probably the placement of your thermostat, as this is what determines when the system turns on and off. If this isn't located correctly you will have problems. If it is located too close to an outlet then the system will turn off before the rest of the house has reached the set point. We had exactly this issue in our old place - It was a 12sq 80s house, and when we added ducted heating 15 years on, the thermostat was placed in the stupidest place imaginable - in our tiny family room, close to the kitchen. Because it was quite a small space, it would heat up quickly and then the damn heating would switch off because it was warm in there, while the rest of the house was still freezing. The problem was compounded when the oven was on. This time round, we made sure the thermostat was in a (open) hallway and it works a treat. If this looks like the problem, perhaps it's possible to have the thermostat relocated? It seems very clear to me that your contract states that a security account does NOT need to be established so the answer to the builder is NO.
