Would prob run at about $80-100/m2 for a big area. I seem to remember something about them being banned in areas over about 10-20m2 because of the energy usage. Check with your local council. It needs to run a timer so that it turns on a couple of hours before they use the bathroom in the morning otherwise it isn't warm. I have heard her complaining about how much power it uses but she continues to use it because it is just so nice. Maybe have it on a offpeak power supply so your paying a reduced rate for power. Under tile heating can be moved to off peak heating (depending where you live, where heat is most likely required when peak demand is not required, late night early morning) Under tile heating is partial conductive heating, so after it is turn off, it stays warm for hours after. No noise, except when thermostat clicks in. When connected to a RCD, it is very safe.
