Browse Forums Heating, Cooling & Insulation 1 Nov 04, 2009 7:35 pm just a question for those in the know, we signed a contract in May 2003 and our home was handed over in Dec 2003. I have read i am ineligibible for the goverment grant because my home was built in 2003 and should be covered by the mandertory thermal performance requirements for new housing under the building code of australia, however insulation was not installed by the builder. Should the builder have installed insulation? Is insulation a requirement of the mandertory thermal performance code? we are just in the finishing process of a minor extention(1 room) and are looking at getting the whole house insulated, am i eligible? Re: free ceiling insulation eligibility 2Nov 04, 2009 8:57 pm I am not eligible because I am building a new house, your extension is also not eligible, but I would check this 2003 year rule. I would ring the hotline, and ask them, and if you builder was supposed to install insulation, which it seems it was supposed to, I would be contacting consumer affairs. Did you get an independant building inspection? CASE SOLVED. if anyone else is in the same boat (2003 build) in all other states the thermal performance requirements came into effect May 03, so we were told. I'm wondering if anyone knows what the requirements are of a builder to be eligible to hold Domestic Building Insurance for proposed works. https://www.dbi.vmia.vic.gov.au… 0 3325 Found the answer.
