For the moment I will take the path that the unit is working properly but the installation is faulty. There are two reasons for this. a) Cold air is constantly being entrained into the system or b) Hot air is leaking out of the system a) Where is the return air grille? Is it possible that it is drawing external cold air from that room i.e. constant trying to heat cold air rather than just recycling the air that is already partially warm. First make sure the grille is clean. Ensure that the return air is not being isolated from the rest of the house by closed doors or a dusty relief grille. Make sure that doors, windows, vents (particularly in that area but overall) are weathersealed. Also check if there is a leak in the return air duct above the ceiling (drawing in cold air from the roof space) In our old house our return air was in the coldest part of the house i.e. the laundry. A relief grille was set in the door. Generally we would keep the door closed but if that grille got dusty and blocked up, the return air would suck cold air around the gaps of the external laundry door. After we kept that grille clean and sealed up the gaps (and remembered to close the window!), the unit worked more efficiently. b) Are there still leaks in the ducting system? Is hot air blowing into the roof space? The only way to know is for you (or your lazy landlord) to go up. You should be able to notice with just your bare hand or you can take up a smoking incense stick (don't burn your house down!) For test purposes you find the conditioned room closest to where the return air grille is and close all the other doors to the house (effectively zoning the house) and see how quickly that one section heats up. Depends how much direct sun it gets. Is there any shading (eaves or trees)?
