These low output / low density heaters only work well in a particular set of circumstances. They are useful when the occupant remains in a fixed position for prolonged periods and the heater is placed close to them (e.g. working at a desk/workbench). Normal bar radiators waste their heat because they are so powerful and need to be placed at distance from the person using them. They heat other objects rather than just the user.
