Insulation in Melbourne

I am planning to build a home in Melbourne's south east suburbs and want very efficient isulation levels. Is there anyone out there who could recommend insulation R values for a timber floor, walls,ceiling and roof lining (colorbond roof). Should one differentiate between ceiling and roof lining or can you combine the two. For example does a 2.5 ceiling with a 1.5 roof lining combine to result in a 4.0 R rating? What are the recommended insulation materials?
You will need to get an energy rating done on the proposed dwelling.

1000000% definitely add insulation. I have in my home and it makes a big difference minimising sound transfer. Insulation is pretty cheap and definitely worth it
