Photinias being eaten!

HELP! We have recently built in NSW southern highlands and staring on landscaping - we have planted photinias to establish a hedge on our boundary fencing. Something is stripping the plants from the bottom up! We have wrapped in plastic and put down snail bait and spray for other Bugs, we think it may be rabbits as we get a lot but higher branches are also being snapped off (photo of latest attached). Any ideas what if could be and anything we can do to stop new shoots being eaten? Anyone else have this problem??? I thought photinias were hardy, nobody warned us about “things” attacking them!
You could try to setup a camera if you suspect animals. There are even specialised cameras with motion sensors which can trigger on movement.
