Lawn growth after cutting question

Hi All

Have an issue with my grass after each cut. It wasn't an issue last summer and started during winter so i thought it may have had something to do with the cold weather but its still happening.

Once the grass is cut the next morning i have this seed like growth about an inch high all over it so basically the grass looks white. Have searched it with no luck so any suggestions would be great. Besides this the grass is great - Green grows well and looks great.

looks like your blades are blunt
it is not cutting the grass but tearing it
as for the white stringy -unsure
