Soil Cultivating

I was wondering if anyone could provide advice on tilling soil to the depths of 300-400mm? The best rotary hoe I can find is the Red Roo in the area and it advises 175mm as its max. I have clay soil, though I have spread garden soil around on top. In hindsight I should have tilled the soil first.
