On cut and fill there generally is a balance point where optimum FFL (cut = fill ) this minimises soil cartage too and from the site, the height difference compared to the Natural Ground level should be retaining. On flat land if you cut you will need to dispose excess soil and put in retaining worse still if you are on the boundary a triple whammy in Co$ts. The Building Information Model (BIM) 3D software they use to produce the fancy Elevation renderings should be able to work out balance point. Did they optimise the FFL in order to reduce your site works costs...the question is why not?.. the answer is it's extra money for jam not to & basically difficult blocks require expert knowledge which salesman don't have. I did that on one side and it cost about $100 in sleepers.
