However we have noticed this black pipe sticking out of the dirt and is confused as to it's purpose or if there is any purpose. Btw, it has holes in the pipes, will it even be useful if it's got holes? Hard to tell how useful it will be without a larger pic of the area/context. They are usually near a retaining wall or foundation. That one does not appear to be properly installed as they need to have at a minimum small stones all around them so they don't become clogged with soil.
