I understand what you're saying I really do. But (I'm going to get all serious here) from a psychological point of view, there is something innately attractive about water to young children and that in itself is what makes it so dangerous. (There are actually a few studies around about the attraction of water.)
A lot of the other hazards, and as you rightly point out there are many, are I guess more passive dangers. They need some degree of action to make them dangerous, whereas the water itself is the danger. I didn't explain that very well but I think you may understand what I'm trying to say.
My personal view is that without exposed water in a backyard they can be less wrapped up in cotton wool and more free to explore and play at their own pace without it depending on an adult to be out there to supervise.

Exactly my point if you eliminate every hazard from the garden the poor blighters will never learn....the garage, shed, and backyard were my free reign growing up (and there was a pool admittedly an above ground 1970's jobbo)....and there's nothing wrong with me......nothing wrong with me......nothing wrong with me......wrong with me......yes kids have a fascination with water agreed....middle of winter 4 yo wants to with the hose....I think you've expressed you view on the open water quite clearly and concede that point.
If I run 240 volts into it will that keep him away.....
