From all the things I've read it seems even a lawn would be a bad idea. My contract actually states there is to be nothing within 1.5m of the house slab. I doubt you would not be able to have grass growing to your house slab if not I would be interested to know what council says you cant and what they recommend you do. Highly reactive soils can be maintained with a lot of hard work and years of persistence to become a much better free draining soil. It takes a lot of hard work and constant persistence. I know plenty of people living in the west of Melb on hideous clay but their garden thrives as the soil is nutritionally rich. It's the drainage that can be an issue.
