I think what we need to be careful of is thinking that all quotes are indeed free... assuming it does, makes an .......you know the saying. After reading this thread, I think in future if I need quotes done for any work, I ask them if they'll do a free quote, and hold them to it if they agree to that. Generally quoting is not paid as no work is done, it really is just expense in an attempt to win work. So really there is no contract. But to charge for a drawing which we didn't ask for and was not at that position yet to have, was a bit cheeky I think. I haven't heard back from him, after my 'it was a quote, I didn't authorise any works' email, so I'm not going to pursue it unless I do. Scaring you into paying or getting you to strike a deal is their aim. I had the same with a construction lawyer that I never continued with and they sent me an invoice each month for a year. I got a letter from a debt collector of which I rang and asked, "what was the premise for the invoice?". They chased it up and came back saying that there was no paperwork and just dropped it.
