What will happen if I pour the concrete on the easement without the approval from the water authority? I understand that if I get the approval, I'll also need to bear the cost of removing the concrete if they need the access. So what's the difference of getting the approval or not? Why not use prefab concrete blocks for shed floor knowing that if the Authority need access, you can move shed and its floor. Just my opinion.
