It's just easier for the roots to become established in but keep the water on it if you have free draining soil underneath. I've just installed sapphire and amazingly roots were being put down after just 3 days. I mixed in some slow release organic fertiliser into the underlay and wet it out completely before putting the turf down. Having said that the neighbour installed a soft kikuyu and it has just taken off, mown 3 times in 4 weeks! My front lawn I did as per directions on here, but my back all I did was hoe the soil , level best I could then turf underlay which sounds like yours fairly sandy with no organics what so ever.
