The first wall will be approx 900mm in height & the second retaining wall will be approx 700mm in height. What is the minimum horizontal distance required between the 2 walls? The ground level behind the second wall is flat/level for about 10m & doesn't continue to rise up if that makes any difference. If you are building the walls in sandy soils ( natural angle of repose is 70º ) then you would have to construct them further apart as Bashworth says. In clay soils ( natural angle of repose is 40º ) you could build them closer as Welby says.
