We are so pleased we raised up the garden beds before planting as some of the neighbours plants have been dying because of water logging. Get that soft material covered with rough course mulch before summer or you'll be seeing moisture leave your soil at rates that are far from efficient. We have found the soil stays cool and moist under it on the worst of days. we have found from experience heavy bark mulches have forms of growth retardant in them I will probably add another layer of hay before full summer. This certainly doesn't look good. I would be engaging with an independent inspector to have a look at this.
