Make one in Python or Java, even if you have never coded there are plenty of tutorials on You tube to get you going. You could buy one but I am guessing its going to cost money. You can buy a computer on board for $50 on the net. Its an ARM processor for netbooks with everything but hard drives. Just grab a digital to analogue switch and program the interface to time - do this or do that. I thinks its entirely possible to just run a stock vanilla Linux Ubuntu on this chip and simply code it in a bash sequence. (it will even make the UI elements for you if you want) Irrigation controllers are simply a digital to analogue controller chip (comes on a pre made board from Jaycar) and a bunch of relay or solid state switches.
