I think they mean the tendrils/stems would reach to 1.5m if trained against a screen etc or grew up a wall, or you can leave it to scramble along the ground as a ground cover. A quick trim every now and then to keep it tidy may be necessary if you prefer it shaped. I found this pic in a book (PATIO, Jamie Durie) and you can see how they have used it under the trees in the planter box as a groundcover and mini mini hedge combined. Personally I have seen it used more this way as it is not as vigorous as the Chinese Star Jasmine. The large garden I saw had quite a lot of them, with spacing about 30-40cm between each plant. Will they eventually grow together then to produce one large mass ?
