With respect, I don't think so, except for the bank accounts of the people pushing these scams.
Every independent test by a consumer oriented group has found no demonstrable effect for these cells.
As for magnetic water, I feel safe in asserting that liquid water at room temperature can't be magnetised. That does not refer to any dissolved solids in it however. Here is a summary which seems to leave the question open for effects on dissolved calcium compounds:

I'd like commercial adherents (no pun intended) of "magnetic water" to be able to quote a conclusive independent test by a neutral group (say, by the CSIRO or similar).
