A few weeks back I was watching some workman doing some work around the surrounds for some street trees. I was a little curious as to what was going on. The drainage on these trees was always quite average as when it rained heavily, the water would simply pool around the base of the tree.
I figured the workers were looking to fix the drainage issues, but I was confused when I saw them preparing a bunch of cement. I just guessed it was for the bollards that were put in place. However, all of the trees they worked on now looked like the following;

Any ideas what the idea is with this. Will it stop water from penetrating? Will it allow the trunk to expand?
