To level out that side of the house (need somewhere flat to keep the boat), we need to build a retaining wall 600mm high along that boundary, with the fence on top of it. When we had some guys out to quote to build the retaining walls and fences, they told us that we were only allowed a TOTAL height of 1.8m including the retaining wall height, ie retaining wall of 600mm+fence of 1.2m=1.8m, as the height is worked out from natural ground level, not finished ground level. The way I thought it worked was the fence height was from finished ground level (ie the top of the retaining wall), not from natural ground level (ie the bottom of the retaining wall at the boundary). We need a 700mm retaining wall ont he RHS boundary as well, but what would be classified as natural ground level there, our natural ground level, or our neighbour's natural ground level, 700mm above ours? I don't want them to be able to look into our backyard so easily (over a 1.1m high fence). We have had other contractors out to quote for the same work, and they didn't mention anything about this, so I don't know where I stand.
