Block really should have been cut more originally even if it was an extra. Do not backfill against house. That cut is huge at the rear of the house. In regards to your specific question, have you considered putting in a retaining wall for the soil behind the garage, so it won't all disperse on you, then if you want your deck on top you'd need to excavate the dirt level down as it is to allow for ventilation beneath it and aside from that just design the framework so it can span the gap between the garage and the retained section.
