Clear some of the mulch away and soil, knock the vent cap off (it shouldn't be glued but cheap to get another) and with even a plain cheap timber saw cut it off at ground level. The saw will get some flex enough to do that. My concrete patio now is higher than the dirt( the thickness of the concrete slab) and I'm unsure whether to build up the soil to level with the concrete or leave it like a step. Thanks. Since I am thinking of having a path/ lawn , i am unsure of the level. The path, lawn levels with the concrete patio or let it sit lower, like a step down from the concrete?
