The Perth coastal plain is acknowledged as the worst agricultural soil in the world. The subsurface sounds like it is for the garden beds and all that needs to be laid on the surface and covered with fresh green mulch Get good soil in by all means but mix it deeply with what you have. This avoids defined layers of very poor soil and very good soil. That will avoid shallow root growth and by mixing you will have much healthier plants. You need to understand that WA soils have incredible mico ecologies. We know and understand the value and efficiencies of irrigation much better.
