The art of topiary. You can get just about any plant to grow like that, well any shrub Homeone member toparious is one of, if not the most knowledgeable topiary artist or do we call him a Topiaryculturist(?) in Australia. I have posted some of his vids on youtube. "Easy topiary" You can buy topiary from nurseries. They are not cheap as they will have taken years of work to get them that shape. $60-100 is normal. You will need to keep them well clipped on a very regular basis to prevent the chosen species of topiary reverting to a shrub.
