First, the picture:

The soil and general rubble in this area brings the level up to that of the rest of the back yard (roughly).
My questions:
- * If I fill the side of the property with clay or fill, will this affect the existing drainage? Would I subsequently need to put some ag pipe down before levelling the area?
* Would it better to fill the area with something more porous, such as soil? Will this end up washing away given there is clay underneath?
* Will this additional clay/soil along the length of the neighbour's fence create too much weight and begin pushing it?
* Do I need to build a retaining wall that sits right next to the colourbond fence in order to add the extra soil/clay?
I'm looking to save some $$ and DIY, but my skills are limited and if I need to call the experts, I will.
Any advice or tips greatly appreciated.
