A lot of councils let you put garden beds etc. but the council has the right to dig it up and wreck it all. Hard surfaces, eg paving might be pushing it. Re: What landscaping on Council verge 3Oct 14, 2009 10:44 pm I know here in Perth some councils are actively encouraging the re-vegetation of verges instead of using lawns. However only certain trees are approved (check your local council, water authority and telstra regulations first). Generally a "soft edge" must used at the curb. The depth of the soft edge varies from council to council but 1- 1.2m is the most common range. This is for safe exiting of vehicles. Not so much for you but more for council and utility workers. Check out your local native specialist nursery because they commonly have good knowledge of what species are used by local councils and others who are re-vegetating their verges. Check out regulations on gravel, many don't allow it for saftey reasons. Soft mulches and low local natives are a go. I don't think you'd get away with a small retaining wall. They require 2m clear from the verge for people who choose to walk their dogs on your side. The rest needs to be non-obstructing low planting, you can also apply to them and they will come and plant a tree of their choice for you.
