I think it refers to the overall property value- being the house included. It's a guide though, while it does mean that a % outlay on landscaping will rapidly improve house and land value, you also have to look at each individual project and property individually. You couldn't obviously expect to spend a small amount on landscaping and expect it to double your selling price, but on the other hand if you spend a fortune on the project you may overcapitalise. Area could have some impact too, the more expensive areas could probably justify a higher % value spent on a project. We did a job recently that was $70,000+ and roughly 15% of value of the property, the owner was only prepared to pay around that as he was concerned that going higher would not necessarily mean his value would go up by the same ratio.
