Gap between fence and retaining wall - unsafe space

Hello all,

I need some suggestion on my backyard. There is a gap between retaining wall and fence. The depth is around 700 mm and I may not be able to dig to add more support as there are some rocks aswell.

I may not be able to fill it up with soil as it may impact the fence.

Any suggestions on how I can use this space effectively. Budget friendly please.
