Soil depth for Lilly Pilly? - New bed on compacted ground

Hi,
I'm looking to install a strip of planting (Lilly Pillys) next to a new pool to be installed.
I need to install a short block wall (new timber fence goes on top) to retain some soil for the planting (and for fall safety reasons)
The existing ground along this strip is quite compacted / shaly (See diagram)
How deep does the bed of new soil need to be to support some Lilly Pilly screening long term?
