Planting tree in front yard over concrete soakwell

Hi all was hoping for some advice. We want to plant an ornamental peach tree at the front of the house. We dug a hole at spot 2 and found the soakwell , realised the concrete soakwell’s take up most of the space at the front and not entirely sure if the builder has installed them at the same spot as the plans. Is it okay to plant directly over the soakwell or a bit further away, diagram attached. Don’t want issue down the line. Any help is appreciated! Thank you.
