Have you observed any rainfall flowing into the downpipes when it rains? Quite often guttering and drainpipes are installed such that unless the rain is exceptionally heavy one or two downpipes won't see any flow. Is there a first flush diverter before the tank? Is there water coming out of this after it rains? Can a plumber put a tap on a rain water tank which is full? Tank is similar to one in photo.
