Would it need a proper sand first? You can just oil straight on the grey treads, but it will not change the colour back to how it once was. Nothing wrong with that as it may better match boards on the top landing. However, if you'd like the original colour back, then you can sand off the grey to the timber underneath. However, if you do sand and want to keep the painted boarder on each tread, repaint those and let that cure before you oil, as paint will not stick if the surface is oily.
