I have beautiful original plaster ceilings that are flaking and peeling. I had started to gently pry off the old paint but quickly realised that it will take the rest of my life to remove it all. Hits and tips and tried and tested prducts reviews most welcome. If it was me, though, I would just remove the flakes, sand it smooth around the resultant gaps and then repaint. Don't laugh, but renovators have reported success in using a goo made from oatmeal porridge to soften the paints in the cornice!
