Oil needs to penetrate into the wood grain and if coated the majority of the oil will sit on top. Stain also will not be affective for the same reason as it also needs to penetrate. For a quick easy job thats low maintenance your far better off painting it with a Decking Paint. If your heart is set on the stained oil look, Sand it down to bare timber, apply a decking cleaner then Stain Away! Finish off with the oil for protection! Oils and stains look fantastic although tend to be high maintenance. Hope this helps! I'm about to put down some Merbau.
