The old copper piping is rusting and subsequently the water out of the taps is discolored and not very good to drink (even with a filter). Does anyone know if it's fairly straightforward to run some sort of new plastic/rubber pipe from the mains that our house is attached to, to the house itself? (we don't mind if we have to run the pipe along the top of the yard and the house is on stumps so it's easy access to the piping under the house. If you are not permitted why not negotiate with the plumber to save costs and dig the trenches yourself. Running (UV stabilised) pipework above ground will give you hot water as the pipe bakes in the sun Its not hard to run copper piping provided you have an oxy set, however your cheapest and easiest option would be to run pvc pressure pipe to the house, following all the guide lines on depth required (was 300mm is SA to avoid garden forks etc) and propper preparation of joints. You could leave points for future irrigation lines etc, but do your homework first.
