It can take up to 5 minutes running the water before the hot water finishes and cold water starts again. We have a tin roof, and live in WA. We think the cold water pipes in the roof are plastic. Look in the roof at where your water pipes run. The plumber had run the pipes up and over beams (lazy) so they were close to the roof. There were VERY warm. You could wash up in the water. If that is the problem move them or insulate them. This standard unfortunately is ambiguous as it does not state a maximum temperature, however, The Plumbing Regulations 2008 states, “Drinking water that is not intentionally heated must be delivered at a temperature of less than 40 degrees Celsius.” I have linked a Victorian Plumbing Industry Document for your benefit. As to what can you do to fix it? Easy! The install is not compliant and your house is only 3 years old. Demand that it is fixed! As a retired plumber I have run copper cold water lines in the ceilings of hundreds of homes/units, as is in my own home, built over 35 yrs ago. It saves corrosion or damage in the ground and is easier to add to eliminating ripping up paving etc. From experience, running (copper) services in the roof is little different to replacing old corroded in-ground pipework by laying it on top of the footing, exposed to temperature extremes. As for so hot it could scald children - I don't have kids but I do know I don't even put my own hands under the running water until it has cooled down.
