They are cheap plastic style ones around 20 years old. When I wind them out all the way I can just see a spot where I could slide a very thin spanner, under the plastic handle to undo the whole tap assembly. There are no allen keys or small grub screws anywhere to be seen. I'm contemplating just breaking the plastic handles off so I can get to the Spindle and just fit new taps but hate admitting defeat.. Grasp the head and undo the skirt. From there it should be obvious how the skirt is attached to the spindle and how to remove the lower flange.
