I've heard of a firm in Sydney -- N.J. Sampson P/L -- they have a chemical solution to waterproof the tiles -- but don't know anything about their reputation. We also have calcium leaching from the edge tiles. As for your white powder it is a salt attack coming out if the concrete slab due to water damp and the drying out. It will cause your tile adhesive to fail and go drummy The leak will be causes from failed or no waterproofing ad you would be aware We use a product that is a Migrating microporosity transpiration sealer which creates a chemical reaction not only in the grout but the substrate and tiles if they are stone or concrete based sealing them to a depth if about 26mm does not change the colour of the material applied to Carries a 25 year warranty is uv stable ad it us not a plastic based sealer. The builders did put in a waterproof base, not sure what type, but I guess it has simply failed over time -- the deck faces west, so cops a hiding from the elements.
