I guess restore is a better word. At the moment they are covered in layers of paint. How do I remove the paint, as sanding will be difficult? Wash them down with sugar soap, then get a paint scraper and scrape anything loose away from the cracks. Wipe down any dust and caulk the cracks along the cornices with a flexible sealant like selleys no more gaps, use a plaster patching compound to fill any wall or ceiling damage or cracks - with the patching compound you need to slighly over fill and then sand it back flush once it's set, and paint with a good primer and two top coats. I've done the same in my house (some of your cornices are actually the same as mine), it's quite a bit of work but it will come up really nice once it's done. It's all just caused by movement over the years but it's just a cosmetic fix up. I find the cornice itself doesn't need much sanding, it's more the cracks on either side between wall and ceiling. I've used a soft toothbrush to clean in the nooks and crannies, it's a bit laborious but cleans out all the dust and loose particles. Good luck and don't forget to post photos.
