If the cement sheet is not flush with the brickwork but recessed, is there some way it can be filled so that when both the brickwork and the cement sheet are rendered it creates a flat surface? In my life a I have done lots of rendering so yes there is a coarse layer and a fine layer of render applied, after the coarse one has gone let it dry and then apply the fine layer in in that way you'll achieve a flush render.
